PHYSICALLY HANDICAPPED CHILDREN'S PROGRAM (PHCP)

This program offers assistance for medical costs and referral for services for children with physically disabling birth defects. Any child living in Jefferson County, under 21 years of age, with a physically disabling condition or chronic illness and whose family meets financial eligibility is eligible.  Some of the disabling conditions which may be covered are:

• Cerebral palsy

• Epilepsy
• Cystic fibrosis
• Blood disorders
• Congenital malformation
• Cancer 
• Traumatic Deformities

There is no charge to the family for the diagnosis and evaluation examination. Parents who are financially able are required to share in the costs of medical services. All sources of health insurance must be used before the program funds can be expended. A confidential review of each family’s resources and obligations is conducted by the county health officer to determine the appropriate level and source of financial aid.


OTHER PROGRAMS INCLUDE:

• Prenatal Care Assistance Program (PCAP)- An entitlement program for pregnant women with no or inadequate health insurance who lack income to cover prenatal care expenses. PCAP provides coverage for the full cost of outpatient health care during pregnancy.

• Child Find- Identifies, refers and follows infants and toddlers, ages 0-3 years, at risk of developmental delays and disabilities. 

• Childhood Lead Poisoning Prevention Program- Primary care providers are responsible for accomplishing lead screening of pediatric patients 6 months to age 6 years. This program provides follow-up services to all children under 6 years of age found to have elevated lead levels.

• Rabies Program- Rabies control encompasses human and animal exposures, contact investigations, treatments, animal confinement, quarantines, animal submissions, human pre and post exposure rabies vaccinations, animal rabies vaccination clinics, and community education.

• West Nile Virus (WNV)- WNV is transmitted by mosquitoes and can cause human illness and sometimes death. Public Health provides WNV prevention, education, surveillance, response and control if needed.

• Long Term Home Health Care Program- This program is an alternative to nursing home care. It is a specialized program to meet the long term care needs of Jefferson County residents who prefer to remain in their homes during a long illness or convalescence. Jefferson County residents who qualify for nursing home placement are eligible.
